Criminalizing the mentally ill

Abstract
The fact that jails and prisons in the US house more of the mentally ill than do psychiatric hospitals illustrates the country's failure to formulate a comprehensive policy toward the mentally ill and its inability as a nation to achieve consensus on social policy in general. The attempts of various state and county mental health care systems to alleviate the problem are described.
